2. Attribution & Evidentiary Standard
We distinguish strictly between verified technical artifacts and geopolitical allegations. Every threat actor attribution is graded according to a multi-tiered confidence rubric:
Supported by sworn judicial indictments, cryptographic C2 sinkhole telemetry, or unanimous Five Eyes / EU CERT advisories.
Supported by multiple independent private threat labs (e.g. Mandiant, CrowdStrike, Citizen Lab) with matching code overlaps.
3. Classification Protocols (TLP & CVSS)
